Under federal law, Direct TV can provide local channels only within a local TV market. For example, they can provide San Francisco stations in San Francisco and surrounding areas within that TV market.

Federal law requires Direct TV to respect local TV markets boundaries established by Nielsen Media Research. Distant broadcast network feeds from New York and Los Angeles are available only to customers who cannot receive an over-the-air signal from a local TV station or to customers who get waivers from their local TV stations.
